Precondition: User is a linguist or native speaker

Sunny Day Flow:

• User is on a page the user clicks on register.
• User fills out a form containing the following information:

   ** Name
   ** e-mail address
   ** choice of native speaker or a linguist. or both
   ** language of expertise.
   ** for native speaker:  hometown region.
   ** for linguist:  university or company, education
   ** for linguist:  enter level of fluency in target languages.
   ** blurb about themselves
   ** request username and password
   ** Create security question.

• User submits application, system sends an e-mail to administrators.
• Administrator approves or rejects application.
• Administrator sends e-mail with username and password or rejection info.
